Will the e92 19 inch M3 rims fit F30 328i?

I believe the tire width would be 235 front and 265 rear.

I don't really understand offsets and stuff, so does anyone know the answer to this?

The quick answer to this is no, they will not fit properly.

Without going into much detail I can say these wheels will stick out too far and cause the tire to rub on the fender.

Ohh, dang that sucks, but why would this be the case?

If you look at other threads, some guy just posted about 20 inch rims with 245 in the front and 275 in the rear fitting fine, and another guy has 19 inch M5 replicas with 235 front 265 rear, and they are fitting fine for him as well.

its bc of the offset. the lower the offset the more they stick out in simple terms..try doing some research of your own on this to get a better understanding
