TAL lines set to status NotExecutable during TAL calculation?

I wanted to flash my FEM_BODY module and encountered this error while doing the TAL calculation.

When I went to actually flash the FEM_BODY the flash did not finish but I don't know how to interpret the log. I'm guessing it was because I did not select the dependencies?

My intention is to update the i-step level to F020-16-11-503 but I'm concerned about what this error/warning message is during TAL calculation.

Any coding experts know what the deal is with this error? I can attach the TAL file or anything else that might be useful. In the file there are 6 entries that are "NotExecutable" but I don't know why.

Were there any HWEL differences?

I don't think so, the HWEL numbers in the _ist and _soll appear to be the same. I've attached the relevant files if you want to look.

I ran into that issue when I forgot to turn on ignition (not engine). Some of the ECUs shut down without ignition on.

Which ECUs are throwing that error?
