Car moves after securing ebrake and trans in Park

Scenario:
Trans in Park
Emergency Brake applied
Engine off
Remove foot from brake pedal and the car moves a short distance. Feels as if the Ebrake isn't engaged and the car moves until the trans stops it. I make sure the Ebrake is tight.

Suggestions? Any guidance would help.

What do you mean by a "small distance"? An inch or so? That may be just the transmission and parking brake free play be absorbed.

It's very hilly here, not unlike San Fransisco, so I always:

Stop car-keep foot on brake
Put in neutral
Pull parking brake
Slow release service brake to test for rolling
If it moves, 1 more click on parking brake
Put in Park
Turn off car.

If you park on the street on some of the streets I know, you have to turn the wheels into the curb and let the car roll into the curb before setting the brake. It's a pain to have to call the tow truck to slightly push the car to get the parking pawl to release in the transmission on a steep hill.

Does it move the same distance if you leave it in park?

Even in a manual, when parked on an incline, you're still supposed to leave it in 1st. When on an incline where your engine is lower than the rest, reverse. This is how I have always understood it.

Our cars use a drum brake style parking brake on the rear. Once you set the brake the weight of the car will make the car roll alittle because there is alittle bit of movement in the brakes. The weight of the car actually makes the parking brake shoes dig in even tighter to the inside of the rotor and help hold the car still. The movement is completely normal. as others said I'd still test and make sure the parking brake is working as its suppose to if not it might need some adjusting.
