Is there any way to check the LC counter on the f series applicable cars?

Yes. This is the info I'm after.

I know this was possible to see on E series M cars with BMW tool32

Maybe a big newby question, but launch control? I own a F31 2012 320d.. does that come with it?

If I remember correctly, Launch Control was introduced in late 2013.
It may be possible to code it for older Cars (before end 2013) when the car has got a software update.
