CIC is running ftp server that is very easily accessible and 1B can be extracted with a few clicks.
CIC ftp IP: 169.254.199.98, subnet: 255.255.255.0, Gateway: 169.254.199.99, any DNS
ftp://169.254.199.99

user/pass combinations (one should be working): root/Hm83stN or root/cic0803 or files/remote

Then navigate to HBpersistence/normal and download "generalPersistencyData_DiagnosticSWTControlle r" or the certificate backup
Data03 from /mnt/hbdebug/

From the file find hex sequence "01 01 00 1B" and pick first 319 bytes including this sequence. That is exactly 1B file.
Yes, I am well aware of this method as well. This assumes newer CIC that has Ethernet Wired to OBDII. Most E-Series car do not have it, and then you need to access with a WLAN Adapter in Glovebox USB Port.

You might be aware, but in none of 48 pages of this thread has this (IMHO quite easy) method been mentioned. Instead you mentioned numerous times that for E9X the only way to get it is with ICOM which is absolutely the least practical way for most of ppl considering the price of ICOM. On the other hand ENET adapter (you don't need cable just 2 connectors with wiring) costs 5$ if you buy it or 2$ (for OBD2 connector) if you make it yourself.

As long as his E70 has Ethernet on OBD Port. Not all do.

I say ICOM Interface as it is the most common way, (and incidentally I don't recall saying it was "only way") because it will work universally on any Exx car, whereas this works on a small percentage of them, and judging by the sheer number of PM's I get with people asking for help via Ethernet method, it does not seem practical for most.

While only newer Exx CIC modules have been wired to OBD2 (I wouldn't be so confidant to claim that is just a small percentage of modules), absolutely any CIC Ethernet is accessible through USB in the glovebox. It is also very well known which USB-Ethernet adapters work (the ones with Asix AX88772 chipset) and they cost like 25$.
I understand it could be tricky for some ppl, but in general there are only so few possible options and all are known (like 3 IP addresses or 3 user/pass combinations). Troubleshooting can be difficult, but I find it fair to inform ppl that there are other options beside crazy expensive (for the the purpose of extracting a fsc certificate) ICOM, or paying for codes for any map update.

It is a viable alternative and certainly worth mentioning. I'm just saying is is not a universal solution for all E-Series cars unless you also include WLAN Adapter via USB, which incidentally, I know many people to buy several of the WLAN Adapters with correct Chipsets and for whatever reason never get a connection via Telnet / FTP. And of course caution should be exercised doing so, as I have seen people screw up there "generalPersistencyData_DiagnosticSWTControlle r" file and then of course CIC is left virgin with no FSC Codes, which then necessitates they have all their FSC Codes and Certificate files backed up, and working ISTA/P or FSTool to Import and Activate them again. I agree though that it is a cheaper alternative than ICOM, and a better option for some.

If both these car's have NBT Head Units, you need Southeast Asia NEXT Map, not PREMIUM Map.

Just clone existing entry for Euro NEXT Map, change name to 2016-2, and chnage to SWID_FscShort="00A90027".
