[Help] F30 Can't Change Drive Belt

I wanted to change the drive belt and I removed the air intake. However, I am having trouble removing the belt after releasing the tension. Other than the tensioner that's holding down on the drive belt, there seems to be two more clamping on the belt which I have idea how to release the pressure from.

And I have also attached a photo with arrows illustrating which two pulleys I am having trouble with to this thread.

Could anyone please provide instructions to release the pressure between the two pulleys?

on most BMW cars, it seems to be pretty straightforward. However, on my car, with an N13 engine, there seems to be one extra step I have to take before I am able to remove the belt. On the service manual, it says I have to pull a "service strap," as shown in the attachment. Have you seen this before?

I guess my question is, how do you return the service strap in its original position? do you just push it back in?
