I was looking at some M4 and I found 2 similar in spec, condition and price but with very different ages and miles:
#1. M4 CP, January 2018, 46.000 miles. £33.000
#2. M4 CP, June 2016, 21.000 miles. £33.000

If you are to take one, would it be #1 or #2? If you care to expand on your choice, it would be very helpful.
First I'd look at maintenance history. Second the options. Then for me I like newer cars due to new features, etc. However the 2016 having 25,000 less miles would draw my attention. Finally depends on which car I could get for the better price too.

Higher miles. Mileage is nothing to fear on these cars. Low usage with more likely weekend thrashing is much worse.

I'd personally go with newer/higher miles

I'd rather the car had done motorway miles for 2 years instead of city driving for 4.

Also in terms of value, if I bought a car because it has low mileage I'd feel more guilty putting miles on it. If it already has a bunch of miles it doesn't matter so much, at least it's still newish.

Since you are looking at M4s, there is a specific forum here:

They will likely be able to give additional guidance on differences between model years.
You just beat me out haha. Got a 2015 335 in May of 2019 with 17k miles. Just hit 30,000 lol. If i could quit going for joy rides in mexico every weekend or whenever i get a chance my miles might have challenged yours.

Another vote for lower mileage.
