It may now be outdated but, from memory, the reason for this concrete construction technology being necessary at the time was the instability of the underlying geology. Living close to this area when it was under construction there were various press articles about the need for concrete in this particular location. Perhaps newer technology would now be available or the surface could be scabbled to remove the grooving if it's this that causes the noise?
