I have a 2014 BMW 320I and lately it seems that all the Steering wheels buttons not working properly:
Volume up/down buttons nor cruise control etc.

If I honk on the horn couple of times they will all work then after a while the same problem...

Anyone seen this problem or have an idea on what to do.

Well those controls work with harnesses attached to the controls, so it's either the harness, the buttons themselves or the connecting ports in the wheel itself.

Hi, I have a 328i Sport 2013 with same issue. If I turn the wheel 90deg it works, but after return to normal position after 2-3sec it stops working. Have to remove steering wheel and check connections?

Problem was solved: Carrousel cable was desoldered from board. I resoldered carefully each terminal and worked perfectly.

I have same issue on my F30 without M steering wheel. When I rotate the wheel sometimes buttons are not working then start to work again.

Which cable did you check it ? Did you remove the airbag or steering wheel ?
