Are shops not allowed to sell Down Pipes?

I got my cat installed for inspection at Drive Auto Works in Mountainside NJ. I was asking about downpipe because my VRSF no cat pipe rattles like a snake, sounds bad. The guy said that a shop called him saying that there is going to be a discount sale because they are not allowed to sell DP no more. I'm thinking about getting one with a cat.

Is there a new law not allowing shops not allowed to sell Down Pipes no more?

From some shops that I've heard, they're completely moving away from anything to do with catless DP just because they don't want the trouble of the emissions and technically it isn't allowed in NJ for the catless DP.

Maybe they're selling the bulk just because they have mostly catless DP's?

I'm actually interested in this shop as well as I might want to buy one too. Can you PM me the shop name?

Not a new law. It's a federal emissions law with a $5,000 fine for each one sold or installed. Some shops take no chances should the feds ever enforce it.

Drive Auto Works in Mountainside NJ. I didn't follow up yet.
A shop called them seeing if anyone needed DP.
